Rules Motions 2014

Rules Motions from Party Units and Unions to NSW ALP Conference 2014. (Click to Download)

Minority Rules Report: 83 party units moved resolutions calling for direct election in our party, and these have been rejected by Party Office. We welcome many of the 'approved' reforms, but they do not go far enough, and that is why the Minority Rules Report is needed. Click here to download the report.

    I have just submitted 4 motions on notice for the NSW Left meeting on July 18. The motions, which propose amendments to the Rules Report for Annual Conference, are as follows:

    Motion 1: Item 67 (Direct election of Senate and NSW Upper House positions, Party Officers and Parliamentary Leaders)

    That the NSW Left supports the adoption by Annual Conference of Item 67 of the Rules Report (Castle Hill SEC).

    Motion 2: Item 147 (Preselection of NSW Legislative Council and Senate Candidates)

    That the NSW Left supports the adoption by Annual Conference of Item 147 of the Rules Report (from multiple party units: The Faulkner proposal).

    Motion 3: Item 66 (Election by membership of Party Officers in NSW)

    That the NSW Left supports the adoption by Annual Conference of Item 66 of the Rules Report (Bradfield FEC, Ku-ring-gai and Grafton Branches).

    Motion 4: Item 195 (Young Labor: Election of President and Secretary)

    That the NSW Left supports the adoption by Annual Conference of Item 195 of the Rules Report (Bradfield FEC and others).

    I urge all members of the NSW Left to attend this meeting and support these motions for Party Reform and direct elections.

    There will also be a rally before the meeting at 4.30pm, in Dixon Lane, at the back of Trades Hall. Members will then March to Sussex Street, and our meeting commences at 5.30pm in the Auditorium. I look forward to seeing you all there.

    I will be seeking to move at this LDC the motion on reform passed by a number of Branches, SEC’s and FEC’s, (see Hornsby Branch motions). It calls for 3 key reforms:

    1. Direct election by membership ballot of all Senate and Upper House candidates;
    2. Direct election by membership ballot of all Parry Officers (Presidential and Secretarial positions); and
    3. Confirmation of the 50/50 Caucus/Membership ballots for Parliamentary leaders, both State and Federal.

    A number of other party units have passed similar motions on reform, as shown here. Some have outlined specific Rules Amendments required for the above changes, including the motion circulated by Senator John Faulkner. These should be supported as well.

    Of all the many reforms proposed in the Carr/Bracks/Faulkner report of 2011, these 3 are absolutely crucial, and the Left must support them now. I urge all LDC delegates to attend on Saturday and support this motion, as well as the others on these topics.
